The House of Representatives will investigate the funds disbursed to Licensed Electricity Distribution Companies (DisCos) by the Central Bank of Nigeria (CBN) as loans under the National Mass Metering Programme (NMMP).
This decision came as the House supported a motion brought by Hon. Uchenna Harris Okonkwo (LP, Anambra) during plenary on Thursday. The motion stated that the federal government established a program through the CBN to provide loans to licensed DisCos to enhance customer metering and eliminate estimated billing.

The congressman stated that the plan aimed to provide meters to over 6 million households and companies by the end of 2021 as part of the electricity sector reform goal to improve transparency, accountability, and efficiency.
He expressed concern that “there have been reports of discrepancies, mismanagement, and non-compliance with the terms and conditions of loans disbursed under the NMMP by some DisCos, resulting in inefficiencies, underperformance, and failure to achieve the NMMP’s objectives.”
The House adopted the motion, urging the CBN to provide the House of Representatives with a comprehensive report on the implementation of the National Mass Metering Program, including the number of loans disbursed, the amount disbursed, and the status of the loans.
